Mountain Foothills or Meteor Crater for leveling?

At my current level I keep bouncing between Mountain Foothills and Meteor Crater. Mountain Foothills feels denser but Meteor Crater has better loot tiers. What is everyone running? Took me a while to figure out, sharing so you don't have to.
