Coastal Cliffs or Sandy Beach for leveling?

At my current level I keep bouncing between Coastal Cliffs and Sandy Beach. Coastal Cliffs feels denser but Sandy Beach has better loot tiers. What is everyone running? Took me a while to figure out, sharing so you don't have to.
