Mountain Foothills or Red Canyon for leveling?

At my current level I keep bouncing between Mountain Foothills and Red Canyon. Mountain Foothills feels denser but Red Canyon has better loot tiers. What is everyone running? Let me know if your results differ.

Interesting, I had the opposite experience but your point about gear scaling makes sense.
